Regulating which packets can go between two sites is a fairly simple concept on the surface- it shouldn’t be and isn’t difficult for any router or firewall to decide simply not to forward all packets from a particular site. Unfortunately, the reason most people connect to the Internet is so that they may exchange packets with remote sites.
